The report examined the theory and the evidence behind both Sexual Risk Avoidance (SRA) Abstinence Education and Sexual Risk Reduction (SRR) "Comprehensive" Sex Education. It concluded that SRA is the superior approach and one that deserves policy priority.

The results of various divisions' reports were compiled primarily by using spending formulas provided by the U.S. Department of Health and Human Services in 2008.

Abstinence Still Pulling Its Wait
A new report from the National Center for Health Statistics shows that the country is finally seeing the fruit of President Bush's emphasis on "save" sex. According to the report, the teen birth rate in the U.S. dropped to historic lows between 2007 and 2010 for every age and ethnic group. Although the U.S. still has the highest teen birth rate of all industrialized countries, 16 states watched as teen birth rates fell by at least 20%, and 47 experienced an overall decline. The only states that didn't witness any improvements were Montana, North Dakota, and West Virginia.
Researchers give most of the credit to young people, who seem to be delaying sex and using contraception. But taken together with another recently published report from the Centers for Disease Control, abstinence seems to have been the major factor. Unfortunately, when liberals took over Congress and the White House, they not only zeroed out abstinence education, but they made teaching it a disqualifying factor for federal grants. [W]e took them to the college health fair and put them on the table and WOW, everyone wanted to come see what 'stuffed things' were on the table and picked them up to look at them thinking they were pretty cute. Then as they read them they were shouting out to all thier friends to 'Get over here NOW & see this', gross, OH man....etc. Had amazing drawing ability and we gave out more client cards than ever and called back to the office and made appointments from the fair for STD testing. Who knew. :)

"Another thing that struck me this year was how many first-time participants we had who were taking on this day alone. I read about how nervous they were as they walked into school not knowing if anyone else would be taking the vow of silence or how their friends would react to their stand.
"Many of these kids faced some heavy persecution from both their peers and school faculty as they went through the day. Students told me about dirty looks, rude comments, eye rolls and outright harassment — and this was from teachers. They talked about how other students would make comments about how they should have been aborted or how stupid pro-life was, but no matter what they faced they took a stand and shined a light in their schools.
