Bills cut Planned Parenthood funding
LifeSiteNews: Rep. Denny Rehberg (R-MT) gave Planned Parenthood and NARAL plenty to complain about when he unveiled his Committee’s spending plan for the next fiscal year. To the delight of most taxpayers, Planned Parenthood would be the bill’s biggest casualty. With the blessing of Appropriations Chairman Hal Rogers (R-KY), conservatives took an axe to the organization’s federal gravy train—zeroing out every last penny to America’s largest abortion business. Rep. Barbara Lee (D-CA) tried to reinstate the funds in today’s mark-up, but failed 9-5. In fact, under the leadership of Rep. Rehberg, the Committee went the other direction adding a bundle of other pro-life policies.
The Chairman also took the opportunity to attach the Abortion Non-Discrimination Act (ANDA) to the broader bill, which would help end discrimination against pro-lifers in the health care industry. If it survives, ANDA would give medical workers legal recourse if they’re sidelined for their pro-life views.

Breaking: Judge dismisses abortion clinic’s lawsuit against pro-life group for video parody

Video in the linked article is very graphic.] In January 2011 the Center for Bio-Ethical Reform posted what it called “the most shocking 4-minute abortion debate you will ever see.” CBR juxtaposed a video produced by Northland Family Planning Centers touting “the goodness” of abortion with video cuts showing the reality of abortion. Northland is a late-term abortion chain of 3 mills in Michigan that aborts babies up to 24 weeks old. CBR merely showed what those abortions look like.
But Northland did not appreciate CBR’s unauthorized use of its video and sued, going so far as to hire the largest intellectual property law firm in the United States to represent its case. Last Friday Judge James Selna, of the U.S. District Court for the Central District of California dismissed Northland’s lawsuit, ruling in favor of CBR, which was represented by the American Freedom Law Center. The obvious intent of CBR’s video was parody and critique, which is protected use of copyrighted material under the U.S. Fair Use trademark law.
But Northland did not appreciate CBR’s unauthorized use of its video and sued, going so far as to hire the largest intellectual property law firm in the United States to represent its case. Ohio Republicans Move to Cut Funds to Planned Parenthood, Riling Democrats
Daily Beast: The amendment, added to a midterm budget bill on Tuesday, doesn’t specifically name Planned Parenthood, but it restructures federal funding in a way that would make Planned Parenthood and other nonprofit, specialized family-planning centers the lowest priority for funds. The state health department would instead give top priority to “community-health clinics and similar health facilities operated by state, county, or local government entities,” according to the bill. “To the extent funds are available after the department determines that all eligible public entities have been funded ... the department may award funds to nonpublic entities.”
Planned Parenthood of Wisconsin Says it will stop providing RU 486
NRLC: According to Friday’s State Journal newspaper, Planned Parenthood of Wisconsin will announce plans to stop performing RU486 abortions. The decision comes days after the state passed Act 217, the “Coercive and Web Cam Abortion Prevention Act” and which goes into effect today. The law does not ban the use of RU486. It says that if abortionists are going to employ this dangerous abortion technique, they must be in the same room as the mother.
RU486 abortions account for 26% of abortions in Wisconsin. Planned Parenthood CEO Teri Huyck characterized the law as “vague” and “problematic. It’s very difficult for a physician to know when he or she is in compliance with the law.”

Ohio House Advances Legislation to Defund Planned Parenthood
Ohio RTL: Today, the Ohio House of Representatives adopted an amendment to cut funding from abortion providers such as Planned Parenthood. This new legislative approach will ensure that tax dollars allocated to health programs for uninsured and underinsured women will continue. The initiative promotes women's health by restructuring how our tax dollars are distributed, giving priority to those health centers where a majority of Ohio women receive care.

Abstinence Still Pulling Its Wait
A new report from the National Center for Health Statistics shows that the country is finally seeing the fruit of President Bush's emphasis on "save" sex. According to the report, the teen birth rate in the U.S. dropped to historic lows between 2007 and 2010 for every age and ethnic group. Although the U.S. still has the highest teen birth rate of all industrialized countries, 16 states watched as teen birth rates fell by at least 20%, and 47 experienced an overall decline. The only states that didn't witness any improvements were Montana, North Dakota, and West Virginia.
Researchers give most of the credit to young people, who seem to be delaying sex and using contraception. But taken together with another recently published report from the Centers for Disease Control, abstinence seems to have been the major factor. Unfortunately, when liberals took over Congress and the White House, they not only zeroed out abstinence education, but they made teaching it a disqualifying factor for federal grants. The law would have required doctors or their technicians to show pregnant women ultrasound images of their fetuses and discuss those images with the women before abortions were performed.

Ultrasound laws are constitutional - Philly.com: Whether ultrasound laws represent good policy or are effective, though, is a separate question from whether such laws are constitutional. Under the Supreme Court's 1992 decision in Planned Parenthood of Southeastern Pennsylvania v. Casey, states have a right "to ensure that a woman apprehend the full consequences of her decision" and can require physicians to provide "truthful and not misleading" information about the abortion procedure and the development of the fetus.

Attack on CPCs Comes to Missouri
NRLC: The non-stop drumbeat against Crisis Pregnancy Centers is now being heard in Missouri. In a multi-pronged attack pro-abortionists there are seeking to end pro-life tax credits, stop appropriations to alternative to abortion organizations, and pass local ordinances to harass CPCs.
House Speaker Pro Tem Shane Schoeller is sponsoring a bill to extend Missouri’s Pregnancy Resource Center Tax Credit program which, by giving donors an incentive to donate more, has greatly increased donations to Missouri’s 56 pregnancy resource centers. These women helping centers are also eligible to be reimbursed for some expenses from a state fund called the Alternative to Abortion program. According to the Kansas City Star’s Jason Hancock, “Private donors to the centers can receive a state tax credit of up to $50,000 a year.”

Obama administration to end funding for Texas health program over state's abortion law
FoxNews: The federal government will stop funding a Texas health program that serves 130,000 low-income women because of a state law that bars abortion-affiliated clinics from getting public money, a top U.S. health official said Friday. The federal money, which covers 90 percent of the state's $40 million program, will be phased out between May and September because the law violates federal regulations requiring that women have a choice in medical care, Health and Human Services Secretary Kathleen Sebelius said during a trip to Houston. That means the Women's Health Program will join a long list of programs nationwide on the chopping block because of their affiliations with Planned Parenthood or other groups that offer abortions.
The announcement came a day after Texas Gov. Rick Perry pledged to find state money to keep the program afloat, though details remain scarce about where the money would come from. Texas suffered massive spending cuts last year due to a $15 billion deficit, though a state health services official said Friday that Texas would prefer to increase its deficit than completely eliminate the program. False claims and fraud: Lawsuit exposes Planned Parenthood deception - Alliance Defense Fund: Planned Parenthood submitted “repeated false, fraudulent, and ineligible claims for Medicaid reimbursements” through the Texas Women’s Health Program according to a federal lawsuit made public Friday. Alliance Defense Fund attorneys representing former Planned Parenthood clinic director Abby Johnson filed the lawsuit in July 2009 against the abortion giant’s Houston and Southeast Texas affiliate.
