Michigan abortion statistics

What does it mean that, in Michigan, only 2% of abortion referrals are made by "family planning agencies" and 78% of abortions are performed in physician's private offices? (Most abortions are self-referred and only 21% are in abortion clinics.) Is our focus on Planned Parenthood and free-standing abortion clinics misplaced?
