Joe Manchin, D-WV, said. Under the legislation, the U.S. Department of Health and Human Services would post independent audits online for any agencies receiving money under Title X. Existing law prohibits federal funds from being used for abortions and requires independent audits verifying compliance, but the audits are not readily available to the public, Manchin said.
